We thank you for your letter "92701/32" of
May 20th, from which we are very glad to note that the
Hong Kong Government are aware of the present state of
shipping and wish to avoid putting further burdens on it.
The sliding scale proposed has much to commend it.
As regards the remarks in the third paragraph
of your letter the obvious remedy for a falling revenue
is surely the drastic cut in Hong Kong Government expen-
diture, which the whole community of that colony has
demanded on more than one occasion since the pay of
Government officials was put up at the beginning of the present world depression.
